Long-term care
Social changes and demographic trends of an aging population bring numerous challenges in terms of enabling all individuals to live with dignity and supporting them when they need help in their lives. These challenges and issues are addressed by the long-term care system (DO) and, since 2023, regulated by the Long-Term Care Act (ZDOsk-1). All existing rights under the Social Protection Act remain in force. You can read more about the activities of the IRSSV in this area here.
In accordance with the law, we define DO as assistance and support for persons over the age of 18 in performing basic and supportive daily tasks. This may be a long-term condition, i.e. lasting at least three months, or a permanent condition resulting from illness, age-related frailty, injury, disability, or a lack or loss of intellectual capacity. Long-term care services are one of the key social measures that ensure social stability and well-being and guarantee the realization of human rights.
ZDOsk-1 enables the insured person to exercise their rights in one place, based on their assessed needs. The aim of the law is to establish a unified system that provides people in need of long-term care with a range of services in one place, with an emphasis on community and home-based services. The law regulates the gradual implementation of rights to services, with the first right (caregiver of a family member) coming into force on January 1, 2016. 1. 2024.
ZDOsk-1 assigns numerous tasks to IRSSV. We are responsible for data processing and policy planning in this area, as well as monitoring the establishment and operation of the system. We perform information, analytical, and research and development work in the field of DO. We are establishing a data collection system on bed capacity in institutional care and places for providing social care at home. In addition to the above, we are also responsible for establishing a temporary database in accordance with Article 126 of ZDOsk-1.
With the project Digitization of the system for recording, storing, and using data in long-term care and social welfare (DIGIDO) contributes to the development of new information solutions in the field of long-term care and social welfare. The key objective of digitization is to provide users of long-term care and social protection with better and faster access to services, higher quality services, and a reduction in the administrative burden of exercising their rights. As part of the project, IRSSV provides content and methodological support to the Ministry of Solidarity and Social Welfare in the development of a unified information system that will connect various stakeholders in the long-term care system. IRSSV will carry out activities to assess the state of digitization and define needs, provide content support in the development of information solutions for entry points, and plan and prepare the basis for the integration of the information systems of long-term care providers into a unified information system. One of the key tasks of the project will also be to establish a data and analytical system that will ensure the effective collection, processing, and access to relevant data for understanding, managing, and developing long-term care and social protection in Slovenia.
Within the long-term care system, we address the following sub-areas:
- monitoring the implementation of home care
- long-term care
- digitization long-term care
The project is co-financed by the European Union from the European Social Fund Plus and the Republic of Slovenia:
– The operation is carried out throughout the entire territory of the Republic of Slovenia, namely in the Cohesion Region of Eastern Slovenia (KRVS) and in the Cohesion Region of Western Slovenia (KRZS), in accordance with the third paragraph of Article 63 of Regulation 2021/1060/EU.
– The investment activity implementation period is from 1 January 2016 to 31 December 2016. 4. 2024 to 31. 10. 2028. The eligibility period for investment costs is from 1 January 2014 to 31 December 2016. 4. 2024 to 30. 11. 2028. The activities of the operation will last 55 months.
– The contractual value of the operation is EUR 2,129,917.34, with the financial resources divided between KRVS (50%, or EUR 1,064,958.67) and KRZS (50%, or EUR 1,064,958.67). The investment will be financed by the European Union (hereinafter: EU) in the amount of 62.5% of the total eligible costs (EUR 1,331,198.34), while the remaining 37.5% (EUR 798,719.00) will be co-financed by the Republic of Slovenia.
