Monitoring strategic documents and measures

As part of monitoring strategic documents and measures, the IRSSV focuses primarily on monitoring the implementation, effectiveness, and achievement of the objectives of national sectoral strategies and various state measures. In this context, we monitor the areas of social and disability care, family policy and measures for children, long-term care, and the process of deinstitutionalization.

National development strategies generally represent a long-term or at least medium-term framework for the development of a specific area, the consensus of key stakeholders on the basic development vision and strategic directions and priorities in a specific area, and at the same time a political commitment to implement them. These are umbrella national development documents that set the institutional frameworks for the functioning of the system and the development of public policy in a specific area over a period of several years.

The role of IRSSV usually involves providing assistance and expert support to the competent ministry during the preparation of strategic documents and implementation or action plans, and subsequently in the continuous monitoring of their implementation, effectiveness, and achievement of set objectives. We provide expert support to the competent ministries in the preparation of pilot projects, legislative changes, and proposals for the introduction of systemic changes (e.g., in the areas of social activation, personal assistance, long-term care, and deinstitutionalization).

Social protection

  • The National Social Protection Program is a key strategic document for the development of the social protection system in a defined period. Slovenia adopted its first strategic document of this kind in 2000, and the Resolution on the National Social Protection Program for the period 2022–2030 is currently in force.

Persons with various disabilities

Families and children

  • The Children’s Program is a document within which the state strives to strengthen the well-being and quality of life of children by implementing children’s rights. Slovenia adopted its first strategic document of this kind in 2006, and the Children’s Program 2020–2025 is currently in force.
  • The Resolution on Family Policy is a key strategic document that defines the fundamental objectives and measures in the field of family policy. The main purpose of the document is to ensure a high quality of family life and the protection, safeguarding, and well-being of families, especially children. Slovenia adopted the first document of this kind in 1993, and the current Resolution on Family Policy 2018–2028, “A Family-Friendly Society,” is currently in force.
  • The National Action Plan of the Republic of Slovenia for the Protection of Children 2022–2030 identifies the most vulnerable groups of children at risk of poverty and social exclusion. The state strives to ensure their access to key services and to maintain equal opportunities.

Deinstitutionalisation

  • The Republic of Slovenia’s Strategy for the Deinstitutionalisation of Social Care for the period 2024–2034 is a strategic document intended for the planning and implementation of deinstitutionalisation for the target group of children and adults with disabilities. and is also aimed at people with disabilities who are 65 years of age or older and live in special and combined social welfare institutions, care and work centers, and training, work, and care centers. The strategy envisages changing the way social welfare organisations operate, establishing community services and improving the quality of services. The key objective is to transform institutions into community services at the public and non-profit level within ten years, while connecting various stakeholders and implementing a well-coordinated deinstitutionalisation process.
